Federal Transportation Improvement Program (FTIP)

As the designated metropolitan planning organization for the region, Fresno COG prepares and maintains the Federal Transportation Improvement Program (FTIP). The program includes a listing of all transportation-related projects requiring federal funding or other approval by the federal transportation agencies. The FTIP also lists non-federal, regionally significant projects for information and air quality modeling purposes. Projects included in the FTIP are consistent with Fresno COG’s Regional Transportation Plan and are part of the area’s overall strategy for providing mobility, congestion relief and reduction of transportation-related air pollution in support of efforts to attain federal air quality standards for the region.

Federal Statewide Transportation Improvement Program

The Draft 2025 Federal Statewide Transportation Improvement Program (FSTIP) is now available for public review at the following website:

The California Department of Transportation (Caltrans) prepared the Draft 2025 Federal Statewide Transportation Improvement Program (FSTIP) in coordination with the Metropolitan Planning Organizations (MPOs) and the Regional Transportation Planning Agencies (RTPAs) in California.  The FSTIP is a federally mandated document required to be updated every two years.  The Draft 2025 FSTIP includes phases of capital and non-capital transportation projects prioritized to receive federal funding under Titles 23 and 49 of the United States Code during federal fiscal years 2025 through 2028.  The FSTIP also includes regionally significant projects regardless of the funding source.

Each of the State’s eighteen MPOs prepares a Federal Transportation Improvement Program (FTIP), which includes federal, state, local, and transit projects within its boundary.  These FTIPs are included in the FSTIP by reference.

The Draft 2025 FSTIP is available for public review and comment beginning October 10, 2024 through October 31, 2024.  Please submit your comments to Vaik Renga by email at Vaikunthan.Renganathan@dot.ca.gov.

2025 FTIP

Fresno Council of Governments released the following documents for 30-day public review and comment from May 31 to June 30, 2024. A public hearing was held on June 12, 2024, at 5:30 p.m. in person at the Fresno COG Sequoia Room 2035 Tulare Street, Suite 201, Fresno, CA 93721 and via Zoom Webinar to receive public comments:

  • The 2025 FTIP is a near-term listing of capital improvement and operational expenditures utilizing federal and state monies for transportation projects in Fresno County during the next four years.
  • The 2022 RTP (Amendment #4- Appendix F) is a long-term strategy to meet Fresno County transportation needs out to the year 2046. Amendment No. 4 is necessary to reflect funding, open to traffic date, and scope changes to regionally significant, capacity increasing projects.
  • The 2025 SJV Conformity Amendment contains the documentation to support a finding that the 2025 FTIP and 2022 RTP Amendment No. 4 meet the air quality conformity requirements for ozone and particulate matter.

The documents have been adopted by resolution by the Fresno Council of Governments at a regularly scheduled meeting held at 5:30 pm on July 25, 2024. The documents will then be submitted to state and federal agencies for approval.
