Measure C Sales Tax Extension Facilitation Services RFP
Fresno Council of Governments (Fresno COG) is requesting proposals from qualified and experienced facilitation firms/consultants to assist with developing a sales tax extension plan intended to be presented to the voters of Fresno County in November 2026. The selected consultant(s) will assist Fresno COG and FCTA staff in enlisting members for a Measure C Committee, which will provide input and guidance – and have the primary responsibility for developing – a draft and final expenditure plan for the 2026 Measure C extension. In addition, the facilitator will be primarily responsible for managing the Committee, Fresno COG and FCTA staff and the Measure C Extension Project Manager during Committee meetings.

Measure C Sales Tax Extension Public Outreach Services RFP
Fresno Council of Governments (Fresno COG) is requesting proposals from qualified and experienced public outreach firms/consultants to assist with developing a sales tax extension/expenditure plan intended to be presented to the voters of Fresno County in November 2026. The selected outreach consultant(s) will work coordination with Fresno COG’s Public Information Officer, FCTA’s Office of the Advocate, Measure C Extension Project Manager and MC3 Facilitator, the selected consultant will develop and implement the Measure C3 extension expenditure plan public outreach and involvement program. The public outreach and involvement program should be designed to identify opportunities for the public and stakeholders to engage in providing input and opinion into the Measure C3 Extension expenditure plan and provide collaborative problem-solving strategies to achieve better and more acceptable decisions.

Measure C Sales Tax Extension Implementation Plan & Services RFP
Fresno Council of Governments (Fresno COG) is requesting proposals from qualified consultants to assist with developing a sales tax extension plan intended to be presented to the voters of Fresno County in November 2026. The selected consultant(s) will assist Fresno COG and FCTA staff in developing a technical planning and public outreach strategy for extending the current Measure C for an additional duration of 20-30 years.

Measure C Renewal Committee Expression of Interest
The Measure C Renewal Committee is responsible for developing both a draft and final expenditure plan for the proposed 2026 Measure C sales tax extension, which will be placed on the 2026 ballot. Committee members will engage in a collaborative, participatory process, contributing their expertise and perspectives as representatives of Fresno County taxpayers. Their work will help ensure that the renewal plan reflects the community’s needs and priorities for improvements throughout the region. Committee members may expect to meet monthly for up to two hours, with the first meeting anticipated to be a half-day. Only Fresno County residents are eligible to sit on the committee.
