Fresno Council of Governments is embarking on development of the guidelines and scoring criteria for the Regional Early Action Planning (REAP) 2.0 program, which grants the Fresno County region approximately $13 million to help implement the Sustainable Communities Strategy (SCS) through projects that further affordable housing and help reduce vehicle miles traveled. While these State-provided funds enjoy considerable flexibility, they must be used on “transformative” projects that achieve multiple strategies in the SCS.
Fresno COG staff is beginning its outreach process among its closest stakeholders – those who know the SCS best – to determine the goals, objectives, guidelines and metrics that will ultimately be included in a call for projects and the scoring criteria used to rank applications. This outreach effort will expand to the general public through different meeting and survey instruments as time and funding allows. The timeline afforded to us is very short, as outreach to stakeholders and the community must be complete and project selection methodology submitted by December 31, 2022. Therefore, we invite you to join us for a program overview and discussion on November 9, 2022 at 2:00 pm Via Zoom webinar to begin this important process and help us achieve these important regional goals for a vision we collectively share. We estimate the REAP 2.0 call-for-projects to commence in early 2023.
