Public Notice: Disadvantaged Business Enterprises
The Fresno Council of Governments, in accordance with 49 CFR Part 26, adopts a triennial disadvantaged business enterprise (DBE) goal to apply in Fresno COG awarded contracts funded with federal or state grants. Fresno COG maintains a data base of consultants, including certified DBE’s, willing and able to participate in our procurement process for specialized transportation planning studies as appropriated in our annual adopted Overall Work Program and Budget. We notify consultants registered in this data base of specific consulting opportunities through issuance of Requests for Proposals. We also notice and convene an annual public hearing to set our DBE Goal setting Methodology.
A public hearing was held on May 27, 2021, whereas the Fresno COG Policy Board adopted Resolution 2021-15 setting our three-year DBE goal from October 2021 through September 2024 at 7.14 percent. Fresno COG’s DBE records are on file in our office in Fresno at 2035 Tulare Street, Suite 201, Fresno Ca. 93721. Consultant Database Information Sheet
Each year we request certain information from consultants when compiling a bidders list. However, providing this information to us is optional on your part.
Fresno COG maintains a race neutral DBE program in compliance with 49 CFR Part 26. Recently the Federal Highway Administration and State Department of Transportation issued revised guidance concerning our DBE program pursuant to a Disparity Study that found six groups presumed to be disadvantaged are underutilized as defined by the Code of Federal Regulations 49 CFR part 26. The six underutilized groups are African American, Asian Pacific American, Native American, Women, Hispanic males and Subcontinent Asian males (Indian).
We have added a field to our database for NAICS CODE per new federal regulations. If your code is anything other than #541 – Professional, Scientific and Technical Services, please fill in the field. Otherwise we will assume it’s #541.
