Regional Early Action Planning Grants
REAP 1.0
The 2019-20 Budget Act allocated $125 million to regions through the Regional Early Action Planning Grant Program (REAP). REAP provides one-time grant funding to regional governments for planning activities that will accelerate housing production and facilitate compliance in implementing the sixth cycle of the Regional Housing Needs Allocation. Fresno Council of Governments (Fresno COG) received $1,114,737.62, of which $900,000 has been set aside for the Fresno COG Housing Planning Grants Program.
REAP 2.0
The REAP 2.0 program is a flexible program that seeks to accelerate progress towards state housing goals and climate commitments through a strengthened partnership between the state, its regions, and local entities. REAP 2.0 seeks to accelerate infill housing development, reduce Vehicle Miles Traveled (VMT), increase housing supply at all affordability levels, affirmatively further fair housing, and facilitate the implementation of adopted regional and local plans to achieve these goals. The program was established as part of the 2021 California Comeback Plan under AB 140and builds on the success of REAP 2019, but expands the program focus by integrating housing and climate goals, and allowing for broader planning and implementation investments, including infrastructure investments that support infill development that facilitates housing supply, choice, and affordability.

Multi-Jurisdictional Housing Element
Fresno County and 12 of the 15 cities in Fresno County are launching a Multi-Jurisdictional Housing Element for the fifth round of housing element updates. Fresno COG is helping to coordinate the effort and this Housing Element webpage will be the information center for the Multi-Jurisdictional Housing Element.
Regional Housing Allocation Plan
The Regional Housing Needs Allocation (RHNA) Plan is a state required document that determines the number of housing unit’s cities and counties must plan for in their housing element section of the general plan. First the Department of Housing and Community Development or HCD allocates RHNA units to us here at Fresno COG for the whole county. We are then tasked with developing a methodology in which we will allocate those units to our member agencies. Go to Fresno COG’s RHNA webpage.
